According to the Russian legislation by our public organization it is created two types of bodies - constantly operating supervising body and general meeting. Members of constantly operating body are the persons who are carrying out activity on inclusion of products in electronic library (to reproduction of products and their record in the electronic form on the computer equipment).

Participants of general meeting are members of public organization. New members of public organization thus can join in structure the participant by filling the application on a web - a site of the organization, or by the conclusion with the organization of the contract about reception in structure of participants through an exchange of electronic messages in conformity with clause 434 of the Civil Code of the Russian Federation.

Thus, reproduction of product on the computer equipment of members of general meeting is reproduction of product in the personal purposes (with a view of maintenance of work of controls on estimations and to drawing up of a rating of the products entering into catalogue).

Each member of our organization agrees to give gratuitously a part of the disk space in temporary using to library for temporary storage of electronic copies of the product. The disk space given in temporary using is an integral part of library, i.e. is a part of its room.

According to the law on the copyright and the adjacent rights of the Russian Federation, with changes come into force from September, 1st, 2006, clause 19 item 2: " granting in temporary gratuitous using libraries of copies of the products entered into a civil turn lawful by Is supposed without the consent of the author and without payment of the award. Thus copies of the products expressed in the digital form, including copies of the products given by way of mutual use of library resources, can be given in temporary gratuitous using only in rooms of libraries".
